It seems each adult passenger needs a separate phone. Same phone cannot be used for other adult family members traveling together. Dependent minors, however, can be added.

Today morning at Mumbai Airport Terminal 1 digi yatra servers failed leading to huge queue The staff didn't even know when it will get resolved.On asking they were like it happened in T2 as well. It was an harrowing experience as passengers had to switch queues in India's most busiest cities It shows clearly how complete digitization without proper support in future thanks to such tech can lead to massive issues
