App won't load. I can hardly even enter the keywords unless I am on wifi. I cant afford a good data phone plan, so I can't get the app to work.

It was OK up until a couple days ago. Broadcast came fine over the app until I turned the screen off, then a few moments later, the broadcast would stop. I assumed it was the weather since it was raining really hard. But today it wasn't raining, it was just windy. So I called my provider and the person on the phone said it was because I had to pay the bill. So I renewed my service and it's still happening. Checked the store if it needed an update. None needed. I'm really confused.
