Well before I WAS able to create tile,stretch,center and be able to save it to my phone but now I can't I even cleared the settings and clear the cache but that didn't work

Exactly what I was looking for! tried, unsuccessfully, to resize the photo I wanted as my background multiple times & even downloaded multiple apps and used websites to no avail. Went back on the app store and recognised this app as being the one that I used to set backgrounds for my last 2 phones, years ago. Tried it and literally within minutes got exactly what I wanted, perfect!
